What exactly does it mean when the right-side of someone's heart is not getting enough blood?

Right heart: It means not enough blood is getting to it, this can be from low blood volume or from obstruction to venous return to the heart, sometimes this is hydrostatic leak into the tissues and sometimes it is mechanical obstruction.
