No it's not: There may be an underlying infection. If additional treatment is less than fully effective, consult with an Endodontist, a root canal specialist.

See below: See your DDS or endodontist, maybe antibiotic therapy needed to be added or adjusted prior to finish. The tooth may be also need to be left open to drain, see your DDS for a definitive answer and to rule out possible fracture.
