No, you do not: Genital warts are caused by strains of HPV viruses. Thus, two people rubbing their genitals together, while not officially constituting intercourse, will be sharing HPV genital wart viruses. It is not predictable if and when such viruses will actually be transferred from the skin surfaces of one person to another, and not predictable whether or not the receiving person will develop an infection.
