Depends: Need to know what this looks like and where it is. If the skin is cracked under the toes, especially, then it is likely athlete's foot fungus. If different, then can be other dermatitis condition. See the family MD or Dermatologist if OTC meds like Tinactin (tolnaftate) do not help. Good Luck.
