DEPENDS: The ability of any hormonal therapy to trigger linear growth depends on the persons growth centers in the bones. A single x-ray of the wrist can determine if the growth centers remain open. Most will close in males at 17 but if truly hormone deficient may be open. If the centers have closed, linear growth is finished and hormones will not add to height.
