No: at this early stage these findings are not worrisome. The range of findings at 9 weeks are such that both babies may be ok. Assume the best and relax now. An ultrasound in a month or so from now will be reassuring.

Possibly: If they were both measured at 7 weeks accurately, and again at 9 weeks with no growth in 1, I am afraid that is an ominous sign for that twin. Had the heart stopped beating? If that fetus has died, and the other twin has a separate gestational sac and placenta, the deceased twin will slowly desiccate, and won't interfere with normal growth of the healthy twin. You should have high-risk care.
