Good question: Mental health has always been underfunded by the government, diseases of the brain like depression are not considered a "real illness" like a broken bone. If you have a heat attack you get rushed to a hospital. If you have brain attack (depressed and suicidal) you had better have good insurance. However, private mental health systems are growing fast what with all the ptsd soldiers returning home.

Question: Yes they should build more facilities but one has to be careful because in civil and forensic facilities patient long term can get "institutionalized" and hamper their chance to be functional, its a delicate balance.
