I have been using hydro quinine 4% for two weeks to treat dark circles. however, the circles appear worse after using the cream . is this normal?

It can cause a lot of skin irritation and if that does occur you should probably stop using till that irritation calms down. It might appear as a darkening with increased dryness and irritation.
