Maybe too strong: The skin around your eyes is very thin and delicate so I like to be very cautious about what to put around that area. If you continue using it and experience burning, I would avoid using hydroquinone 4%. Let your doctor know, perhaps he or she will recommend 2% hydroquinone or another alternative for you.
