Neither: I don't think the pinched neck nerve or the TMJ are related. You are describing blepharospasm. See an eye doc for evaluation/recommendations

Not from the neck: All of the movement and feeling in the face is controlled by nerves that come directly from the brain, called cranial nerves. There are 12 pairs of them, and they each do different things. NONE of these nerves pass through the cervical spine. Eyelid twitching, or blepharospasm, can be caused by stress, medication, trauma, or even MS. Dark glasses may help. See a Neurologist, Botox can stop it!
