Red spots: As we age not only does our skin build up evidence of years of cumulative sun damage but we also undergo hormonal changes. Both of these things can bring on spider veins, cherry Angiomas, etc. They can be easily treated 'zapped' with a vascular laser to erase those new lesions. Unfortunately given more time you will likely develop more of those spots in the future.

Hemangioma: What you are describing sounds like hemangioma which a tiny red spots due to small capillaries which tend to form as we age. They can be left alone or can easily be treated by cautery, topical laser or micro needle radio frequency.
