Not a strong relatio: The snellen fraction (20/ ---) indicates the resolution power of your retina with a given light input. This can be modified by the ability of your lens to change focus power (accomodation). So there is not a linear relationship and you cannot tell someones' refractive needs from the snellen fraction. On a chart, it looks like a hyperbolic curve.

Only if uncorrected: Refractive errors mean that you have trouble focusing on what you are interested in. Once the error is corrected with glasses, contact lenses or laser surgery, you should see fine, i.e. (close to) 20/20.
