You should speak: to his doctor. I don't know what inhaler he is on. If it is a bronchodilator (such as albuterol or xopenex), he may benefit from an inhaled steroid (or through a nebulizer), but only his doctor can make that determination. If he is having labored breathing, you should take him to an emergency room to be seen.
