On metronidazole for sibo. it's been two days since i've started and i'm starting to uncontrollably laugh and cry. is this the "drunk" side effect?

Contact your doctor: I'm not aware of this kind of side effect from metronidazole. I think you misunderstood your doctor about side effects. You may have been warned not to drink alcohol while taking the drug because metronidazole plus alcohol can cause nausea and vomiting. Anyway, contact your doctor to discuss this; other antibiotics can be used for SIBO if necessary.
