No & no: Altho the consistency changes cyclically, the vagina produces lubricating fluids consistently, more so when you're sexually aroused. Being "completely dry" would be abnormal and could lead to vaginal irritation & discomfort during sex. A watery discharge does not mean you're pregnant, but, if excessive or smelly, it could be a sign of vaginal infection.
