Possible fungus.: A common cause of a genital rash and pigment change is tinea cruris, a fungus. Its treatment is simple; a combination medication is Lotrisone (clotrimazole and betamethasone) cream which should be applied sparingly twice daily. The rash and itching can usually be controlled with several days of treatment; the medication is a combination of an antifungal with a steroid. Retreat if it recurs. If no response, see your doctor.
