If there is no shortness of breath or pain - why else would only someone's upper arms swell up spontaneously? clot history is present not on thinners.

Swollen arms: this can happen from blood clots or from blockage of the superior vena cava (superior vena cava symdrome). This is the main vein draining the upper body of blood and if it's blocked by a tumor or clot then the upper body will swell. Best to be evaluated by a physician to determine the cause.
