Diabetes: The test you are referring to is termed "glycosylated hemoglobin". There are different ways to diagnose diabetes and one of the criteria is a glycosylated Hgb level of greater than 6.5. The number above is indicative of a mild case of elevated blood sugar and some practitioners may alternatively call this impaired fasting glucose.
