Yes: Lactose intolerance is due to the lack of an enzyme to break down lactose so that the sugar can be absorbed in the upper intestine. Instead the undigested lactose passes to the lower intestinal tract where fermentation causes the gas, loose BM etc. Probiotic and prebiotic would not worsen your intolerance .
