See pediatrician: Yes, a 40 week old baby with those vital signs should be seen and evaluated urgently by a pediatrician or your family physician. Do you mean congenital hip dislocation or something else? Go now and have the baby seen.

Follow up: Babies with congenital diaphragmatic hernias often have a higher resting respiratory rate. If he is wheezing, coughing or not feeding as well, I would suggest taking him to the ED or urgent care. He is also a former premature infant and the airways are smaller than full term infants his age. Some infants respond to albuterol.
