Either is fine: The most important aspect in a child's development is providing a stimulating environment and interaction with other people, including kids their own age. This can be achieved in both situations of a stay-at-home mom (reading, interactive play, Mom & Me groups) or working mom (daycare centers, family members). Regular check-ups with the pediatrician also assess proper development in toddlers.

Complicated: In the early months/years family care will give the child more individual attention. Older toddlers/children can benefit from the social stimulation of daycare. The decision has to be what's best for your family emotional/economically. First two sons home cared by father - second set daycare and I see no difference in their development.
