Try 1% Hydrocrt Crm: Without more information and examining the area, it is difficult to determine the cause for your flaky spot. It should be fine to try over-the-counter 1% hydrocortisone cream. If no improvement w/i 1wk, seek medical attention. I would advise avoiding higher potency steroid, like fluocinonide on sensitive skin like penis.
