I have vertigo and doctor did mri of brain, it was all excellent, no sign of issues, does this rule out artery insufficiency, aneurysms as causes?

Probably: If they did an MRA as well as an MRI then it would rule out vascular disease. If they only did MRI then it can rule out masses and damage from stroke as well as evaluate for MS type lesions but it does not rule out vascular disease.
