Occluded blood flow.: The discomfort is attributable to the fact that the blood pressure cuff is inflated to a pressure which actually occludes ones arterial blood flow to the arm; this can be very uncomfortable and should be taken into consideration by the one taking another's blood pressure. The time of occlusion should be very transient, perhaps only a very few seconds.
