I have cronic pain in my neck/ shoulders. the pain seems to move from the base of my scull to between my shoulder blades. i have spasms and i'm stiff.

Muscle tension: This is not an uncommon place to carry tension. It would be prudent to have this evaluated by your physician (to ensure that there is no serious underlying pathology). Talk with your physician about options like gua sha (scraping) or acupuncture

Try relaxation.: Relaxation techniques/exercises, like rolling your neck might help here. Also depending on what you do during your day you might create a lot of tension and stiffness in your neck so maybe some breaks from that where the neck can get back in its normal position might help.

Abnormal position: This can also be casued by abnormal head positioning if doing extensive computer work or even a need for help for eye strain. This can be age dependent.

Need more workup: Sounds like muscle spasms, and assuming it is- the main question is why. Muscles spasm in response to being overworked such as with exercise, manual labor, poor posture, maintaining prolonged static positioning. But muscles also spasm around other areas of injury as a compensatory mechanism to limit the movement (and thus prevent further damage) to injured areas of the body. Go see your doctor.
