HPV: Has many strains. If you have it, you have it and it lives in you. You cannot spread it from your hands to your genitals or vice-versa since the various strains tend to cause lesions in specific areas of your body.

Yes: HPV is a virus and when contacted can be spread from hand to genitals. Washing one's hands minimizes the risk, but it is still present. That's why health care professionals use gloves at all times.
