Hi, can permanent eyeliner be removed from both top and bottom of eyes?

Tattoo: It is called "permanent" for a reason. There are lasers that remove tattoos. However, the location is the difficult part. The eyelid is so sensitive, and with the eye right underneath, it would be very dangerous.. Personally, I have no knowledge of it being done, and would not recommend it.
