Probably: If there are drugs in the blood, they would probably also be found in the urine also, if the urine was tested. If the blood contaminated the urine, the drugs may be there, but this may not be needed. If the drugs are "protein-bound", they may only be found in the blood at times. Some drugs are best tested for in the urine, some in the blood.

Inconsistent: If blood is positive for drug then you can not expect a urine to be clean. If it is your blood and your urine, then a positive blood test is not causing a false positive urine test.
