Prostate: This sounds like your prostate is involved. The sensation your describing is called latency. A catheter inserted through your penis into the bladder will easiy measure this. Ultrasound is less invasive and may estimate as well. A urologist may be the next doctor to consult unless your doctor feels comfortable taking you through the workup.
