Yes: An ovulation predictor kit will help tell you when and if you are ovulating regardless of how regular your periods are. However, if your periods are very irregular,it may be because you aren't at all.

Yes...: But it is a little more difficult and expensive to track, since you need to use more tests and track it on a longer period of time.
