Yes: Psa should not rise above 0.2. High risk patients should be considered for radiation therapy even if psa normal after prostectomy.

Prostate cancer: During a radical prostatectomy the entire prostate is removed so it is very unlikely a person could develop prostate cancer following a radical prostatectomy.
