Sebaceceous cyst?: If it comes and goes at exactly the same spot, probably it isn't folliculitis. I would guess you have a sebaceous cyst that periodically becomes inflamed or infected. Or maybe it is folliculitis, and you have a permanently ingrown hair. Either way, your doctor may be able to remove it or drain it in a way that prevents recurrence.
