Lactation: This could represent lactation. In a non pregnant women disorders of the pituitary tract should be evaluated for as this can be a sign of pituitary dysfunction. See your doctor to have this evaluated

Nipple discharge: White crusty stuff could be nipple discharge. Nipple stimulation can lead to this. Additionally hormone imbalances or certain medications can also lead to this. Sometimes it can be associated with irregular or even absent periods. You should see either your primary care physician or your obgyn so that they can examine you and order a lab test evaluation.

Hard to say: Seborrheic dermatitis is a condition that can cause scaling on nipples. It's not dangerous, but can be itchy/annoying. Residual soap or dried saliva could cause crusting. A superficial bacterial infection (impetigo) can cause crusting. If there is drainage from the nipple, it could cause crusting. There are some hormone imbalances that could cause discharge (like excess prolactin).

Dry skin or eczema: It could be that you are just having excessively dry skin on your nipples. Try using a healing lotion like Eucerine or Lubriderm at night before you go to bed and again in the morning. Eczema is also possible and the above lotions may help this as well, if not see a dermatologist for further in person evaluation
