On my right cheek i have a little patch were its like a sandpaper sort of feel when i touch with my tongue.. also i have little flaps of skin hanging ?

See a dentist : Your dentist will determine what you should do. He or she may even refer you to a specialist.

Anatomy: The little flaps of skin are most likely where your parotid (salivary) glands empty into your mouth. The sandpaper area is not normal anatomy and should be examined by a dentist and possibly an oral surgeon to determine it's cause and if treatment is indicated.
