Surgery : Both upper and lower lid aging can contribute to a 'tired look'. Mid face descent (lowering of the fat pad) is another reason for hollowing of the eyes. All of these things are best improved with outpatient cosmetic surgery. The crows feet around the eyes can be improved with Botox but surgery is probably the best answer. See a board certified plastic surgeon to discuss your options.

See ophthalmologist: While plastic surgeons are excellent, you need to be evaluated by an ophthalmologist to insure that there are not underlying muscle problems like congenital anatomy deviations or even ocular myesthenia gravis given your age.. You may benefit from surgery by an ophthalmologist who specializes only in these areas.
