Yes and no: Initial genital herpes doesn't always cause symptoms. When it does, the symptoms always show up within a few days. When herpes seems to first appear weeks or months later, it means the infection actually occurred much earlier, without symptoms; and the new symptoms actually are due to a recurrent outbreak.
