Neither best: Many drugs have sedation as one of many side effects, such as the two you mention. In fact, Restoril (temazepam) is an old brand of hydroxyzine I'd written for years ago whose use is implied by the name. Yet it is primarily an antihistamine. Better to ask for currently used drugs whose effects are more specific for insomnia.
