Apply condom: to dry penis. It seems you are waiting to put the condom on, and your penis is coming in contact with your partner's normal secretions. This moisture on the the penis causes the condom to move around a bit, so what you are seeing is to be expected. If you want to avoid this, put the condom on before sexual activity starts.
