More info needed: If it's not growing, then it's probably not serious. Does it move with the skin? If so then it's not part of the bone. If it's changing over time then it should probably be examined.

Lipoma: Most common is a lipoma. It is a fatty tumor. Many times these may give pain but will not require removal unless they grow large>5 cm. if it is soft and movable then most likely a lipoma.
