I have a small fever blister on my lip and touched it slightly. i forgot i touched it and rubbed my eye. am i at risk of getting this in the eye?

No: A "fever blister" also known as "cold sore" is manifestation of the herpes virus - type 1, which is very common and typically only manifests in the way you're currently experiencing. Exposure to the mucus membranes of the eye cannot cause you to develop a blister in the eye. Best wishes.
