Get him checked now: While his coughing may reflect an underlying upper respiratory problem or even laryngo-esophageal reflux, his history of CHF is most worrisome. Coughing may in your dad's case be an early warning that his congestive heart disease is worsening & needs urgent attention.

Monitor Closely: Coughing can occur sometimes with worsening heart failure. Be aware of worsening shortness of breath, difficulty moving around because of fatigue, swelling in the legs and frothy sputum. I would be more concerned if the "heartburn" worsens with activity versus only related to meals. Of course, these symptoms could be cold, flu, bronchitis or other problems not heart related. See doctor soon!
