Chemical Inhalent: It sounds like you created a cloud of noxious chemicals with this combination. You probably need to be outside or far away from the room where you cleaned your carpet for some time. At least till you recovery your breath and that the room no longer stimulates a cough.

Concerned: You have mixed two chemicals ( bleach and vinegar) that cause a toxic chlorine gas to be produced. Your coughing and wheezing may be the start of a chemical pneumonitis. You need to go directly to the emergency department before the symptoms worsen.

Allow to Air : My guess is that the bleach was too strong and is releasing chlorine gas into the area. Open the windows to allow some ventillation and go back over the carpets with clear water to dilute and remove the bleach & vinegar from the carpet - or better call a professional to go over the carpets for you but let them know what you used. If coughing persists, go to er.
