Need a close exam: For a clitoris that "gets irritated" off and on, and after urination, one should see her Ob-Gyn doctor to get a close-up exam under good lighting, perhaps with magnification. That's the best way to see if there are cracks in the skin, skin inflammation, tiny herpes sores, etc... Just looking at it from a couple of feet away is not likely to detect what is causing the irritation.

Exam: You need to be examined by your doctor. There are many possibilities, including chlamydia, which is the most commonly transmitted STD. It can present with no symptoms whatsoever, to clear vaginal discharge, vaginal irritation, or discovery after laparoscopy when someone is having fertility problems. Best to get a proper exam done to look at all the possibilities
