Either is fine.: If it is barely hanging on my preference would be to rip it off. This is because the blood supply to the thing may be compromised enough that it is going to fall off anyway... Note to self: skin is very tough and yanking it may cause a great deal more stretching than you think..... A sharp blade carefully wielded will go a long way to fixing this.
