Suppressing the production of testosterone is primary, but you have to find out if it's being produced in excess from the ovaries or the adrenal glands. Once you know the source of production you can suppress it! Lessening the effect of testosterone on hair production by using a medication called Spironolactone, and astly using electrolysis.

Hirsutism may B due: excess male hormone (such as seen in severe acne or in polycystic ovarian ds). Correcting the cause may solve the problem. Hair removal: cheapest: plucking/waxing/shaving; more effective: electrolysis; laser ablation. Definitely check for underlying cause (since U R 21) since PCO also associated with diabetes.
