Purple under-eye : First start with a complete skin and facial exam to see exactly what is going on. Cool compresses and some eye creams can be beneficial as a starting point. Retin-a can be of benefit in the right candidate. A dermal filler, laser procedure or surgery may be needed depending on findings and the amount of correction you are looking to achieve.
