Sure: Ocular itch is a classic side effect of allergies and nasal plugging. There are over the counter allergy eye drops but you really should see your doctor to discuss appropriate therapy before simply treating a three year-old on your own.

Eye rubbing: Yes, he could have allergies; however, children sometimes rub their eyes due to blepharitis (an overgrowth of bacteria and build up of dried mucous along the lids) or if their vision is blurry. Checking children for glasses requires a process called retinoscopy where an ophthalmologist uses the refection from the eye (red eye when you take a flash photo) to evaluate the appearance of the light.
