Upper 60's: Too warm can be bad for a baby - they can overhear rather easily. 68 degrees is a very nice setting for sleep, as just a tiny litle drop in body temperature by a couple of tenths of a degree promotes falling asleep and release of sleep hormones. Babies will cry if they are chilly, but will usualy not fuss if too warm - so it's best to be just a bit cooler.
