No: There is no known correlation between neck pain and vascular problems with the exception of vertebral artery compression in patients with disc problems or spondylosis.

Needs clarification: Persistent left superior vena cava ... what? Blockage? Enlargement? Syndrome? If you're talking syndrome/blockage, it causes backup of fluid into the head and neck regions resulting in congestion & swelling. This would likely be the reason for the discomfort.Resolution of the blockage should eventually relieve the backed up fluid.Manual lymphatic drainage may be of some benefit.
