No: Most baby's foreskin can not be fully retracted until they are about 4 or 5 years old. In the first year, little care is for the uncircumcised boy except for normal bathing. As the child gets older, ask you doctor if you are not sure how to teach your boy to clean his foreskin.

Something else: If it 's not irritation (itching) then you probably have dermatillomania, which is just a fancy way of saying you obsessively pick at yourself. This is thought to be related to obsessive-compulsive disorder & may improve on an ssri antidepressant. Cognitive-behavioral therapy might also help. You could also try wearing a hat & gloves (kidding). Anxiety makes it worse.

Ask yourself why: Was it a skull tumor or brain tumor? Why was the drug started in the 1st place? For seizure prevention? Have you ever had a seizure? Do you still need it? If you still need a seizure med, why phenobarbital? That's a bad drug for adults: bad for your bones, not great for your liver either. Go see a neurologist and ask him/her to reassess everything.
